If it's possible to get the whole database for FoEM from phpbber, it should be possible to import it directly into vBulletin with little or no side effects. The problem is - will phpbber hand it over easily?

Ask CoH, they might have a back-up option that she has access to because she created the Phpbber forums.

As far as I know you have to pay for any back-ups from phpbber. I'll look into it more tomorrow when it's not 1am, though.

The link above is to my forum on phpbber.com, called All Sci-Fi. I am very concerned about the possible loss of my board due to phpbber.com's occasional down times. Could you please advise me on how to get my message board's database so that I can restore it if phpbber.com becomes permanently inactive? I will pay any reasonable price for the database.

Not much you can do, to be quite honest. If and when PHPbber comes up, you'll want to pay for the database backup and then get hosting elsewhere (something I could help you with possibly). The cynical side of me thinks that all this downtime is probably pretty lucrative for them as people pay them to get their databases.

I've made repeated requests to phpbber.com through helpdesk@phpbber.com to provide me with the database, and I've told them I'm willing to pay. But I never gotten a single reply to any of my messages. Not even a "No, you can't have it."
Has anybody you know succeeded in getting a response out of those guys, much less the database of their forum?
